Why don't all Blizzard employees have avatars

I noticed this in Eyonix's goodbye post http://forums.worldofwarcraft.com/thread.html?topicId=24038458689&sid=1. Many of the blue posters just had what looks like a default Blizzard avatar.

Does anyone know if need to do something to "earn" a unique one, have they just never picked one out, or something else. I would understand if it was Bob from accounting and this was his first post but they were all active members of the forums.

It's actually pretty simple. Sometimes it takes time for a new avatar to be created and it's not usually high on the priority list to do, but never fear, it will be done.
