The answer to your question is two-fold. We wanted it to be relatively simple for characters in the level 25-80 range to swap out glyphs, so we intentionally added Vanishing Powder to vendors at a relatively low cost. On the flip side, we recognized that it might feel a bit weird if scribes didn't have access to the recipe. The end result is that Vanishing Powder can be learned by scribes at skill level 75 and be made using low level materials.

With that said, we expect Dust of Disappearance, which is currently looking to sell for 12g50s (base) per dust from Inscription vendors, will establish the high-end value for the market, allowing scribes to sell the item competitively.

While this may not assuage your concerns completely, I feel it's important to note here—since I was a bit spacey and didn't mention it previously—that this price (or whatever price we settle on) will be eligible for faction discounts.
